The Union Government led by Mr Narendra Modi has notified the rules of the Citizenship Amendment Act (CAA) 2019 on 11 March 2024  less than a month before the Lok Sabha elections.

CAA नागरिकता (संशोधन) अधिनियम, 2019 (सीएए) एक नागरिकता अधिनियम है जिसे 11 दिसंबर, 2019 को भारतीय संसद में पारित किया गया था। यह अधिनियम अफगानिस्तान, बांग्लादेश और बांग्लादेश से हिंदू, सिख, बौद्ध, जैन, पारसी और ईसाई प्रवासियों को नागरिकता प्रदान करता है। पाकिस्तान जो 31 दिसंबर 2014 को या उससे पहले भारत आया था।

Purpose and Eligibility:

The CAA plans to give Indian citizenship to specific minorities who escaped from neighboring Muslim-Maority nations — Pakistan, Bangladesh, and Afghanistan — because of “strict abuse or apprehension about strict mistreatment”.

The eligible religious minorities include Hindus, Sikhs, Buddhists, Jains, Parsis, and Christians who arrived in India on or before December 31, 2014.
Notably, the Act excludes Muslims from its provisions.

HOW TO APPLY FOR CITIZENSHIP UNDER CAA?

  • Step 1:  On the Indian citizenship online portal, hit the “Click To Submit Application For Indian Citizenship under CAA 2019” option.
  • Step 2:  Enter your mobile number and the CAPTCHA code, and proceed to the next page.
  • Step 3 : On the following page, enter your email ID, name, and the CAPTCHA code.

  • Step 4: Click on the submit button.
  • Step 5: Check your email and mobile for an OTP (One Time Password). Enter the OTPs and verify them.

  • Step 6: Re-enter the CAPTCHA code for additional verification.
  • Step 7 : Open the login window and enter your email ID or mobile number, along with the CAPTCHA code. Click on “Continue.”
  • Step 9 : You will receive another OTP on your registered mobile number. Enter the OTP and re-enter the CAPTCHA code. Click on “Verify and Proceed.”
  • Step 10 :   After successful verification, the option “Click Here to Initiate Fresh Application” will appear.
  • Step 11 : Answer questions about the applicant’s background, including pre-2014 residence, place of origin, and duration of stay.

What is the process of application under Citizenship (Amendment) Act, 2019 (CAA)?

Answer : The application from the person covered under the CAA will have to be made under section 6B of the Citizenship Act, 1955. This application will be available online at and mobile application namely CAA-2019.

Who are eligible to apply for Indian citizenship under CAA, 2019?

Answer : Persons belonging to Hindu or Sikh or Buddhist or Jain or Parsi or Christian community from Afghanistan or Bangladesh or Pakistan, and –
(i) Who entered into India on or before 31.12.2014; and
(ii) Who has been exempted by or under section 3(2)(c) of the Passport (Entry into India) Act, 1920 or from the application of the provisions of the Foreigners Act, 1946 or any rule or order made thereunder.

How will the citizenship certificate be issued to the applicant?

Answer : The applicant who has applied for grant of citizenship by registration or naturalisation will be issued a digital certificate of registration. Ink signed copy of the certificate of registration or naturalisation will be issued only if the applicant has opted for the same at the application stage and this will have to be collected by the applicant from the office of the Empowered Committee i.e. the office of the Director (Census Operations) of the State/Union Territory concerned located in the State/ UT capital.

How much time will it take to acquire Indian citizenship?

Answer : After the submission of application in the office of the District Collector, the same is processed as per Rule 12 of the Citizenship Rules, 2009 and as per the time framed indicated there. The Central Government/the competent authority disposes of the cases depending upon adequacy of submitted documents and availability of the security report.
